Two reasons: 1) Management thought that employees liked or needed feedback about how well they were performing their job, and 2) evaluations were usually tied to some kind of merit increase. I wrote and gave the greatest number of evaluations when I was a pharmacy manager in my second hospital. Definitely! Unattainable?
